Youth Belleville offers programs run by youth for youth; designed to make teens feel valued and empower them to help shape their future and the world around them. Become a member and help determine activities and events that can be held for youth in the Youth Room and at the Quinte Sports and Wellness Centre.
Mission
To provide youth with a positive way to express themselves, meet new people, and find a place where they belong by creating events and activities for youth that are free of prejudice, bullying, and violence.
Youth Programs
Youth can participate in a number of programs for ages 10 to 17 years.
Youth Room
During operational times you can enjoy the Youth Room at the Quinte Sports and Wellness Centre on the second floor. A drop-in room for Grade 6 to 12 students full of games, electronics and more. Register for Youth Room drop-in times here.
We are looking for Youth volunteers to help us re-open the Youth Room. Flexible shifts will be offered to work with your schedule. Gain community hours and Municipality experience as a Youth Room Attendant. Apply online with our Youth Volunteer Application form.
How much does it cost?
Free for Grade 6-12 students. Must register for a timeslot so we can do attendance. You can register online, by phone or at the Customer Service Desk at Quinte Sports & Wellness Centre.

The Youth Room is open! New Youth Room times come out monthly. The Youth Room is monitored by volunteers and staff and hours vary based on their availability.
Youth employment with the City of Belleville
Throughout the year the Quinte Sports and Wellness Centre (City of Belleville municipality) hires for a variety of recreation positions from instructors, lifeguards, facility staff and more! Check the City of Belleville employment page regularly for new postings.
Youth volunteering
Youth must be 14 years of age and over to be a volunteer at the Quinte Sports and Wellness Centre. Youth 18 years of age and over will need a police check with vulnerable sector screening.

Belleville Youth Engagement Committee
The Belleville Youth Engagement Committee (B.Y.E.C.) is made up of a number of youth from Belleville and City Counsellors who work to advise City Council and other community organizations about issues that youth care about with the goal of making Belleville a better place for young people. B.Y.E.C. is currently looking for new members. Please apply using the Youth Volunteer Application Form and select Belleville Youth Engagement Committee as you area of interest.
The mandate of the Belleville Youth Engagement Committee is to:
- Represent all youth interests in the City of Belleville by advising City Council, City staff where appropriate and other community institutions on matters pertaining to youth
- Undertake any other advisory duties as requested by City Council with the common goal of making Belleville a better place for all youth and ensuring youth have a voice

2024 Draft Operating Budget survey
City of Belleville has released the Draft 2024 Operating Budget, which will be presented to Council on February 27 and 28, 2024. To achieve the 2024 Council-approved guidelines, proposed amendments to the 2024 fee schedule for parks, recreation and culture programs and services have been included.
In July 2023, City staff engaged a consultant to conduct a comprehensive User Fee Review to evaluate the City’s current fee schedule and property tax subsidization rates against comparable municipalities, along with assessing the share of public vs private benefits associated with programs and services. While the goal had been to present the final report and recommendations to Council prior to completion of the City’s 2024 Operating Budget, the complexity of the review process, combined with an expedited budget schedule, means the final report will not be presented to Council until later this year.
We recognize the financial challenges our user groups and families face and appreciate that no one likes to see costs increase. The proposed increases are deemed necessary at this time, given the rising costs of providing programs and services and closely align with the consultant’s preliminary recommendations.
The Community Services Department remains committed to transparency and information sharing and encourages you to review the City’s Draft Operating Budget and share your feedback through the City’s online survey by February 23, 2024.
